Average Joes is a combination source book and game module for the Terror Network Role-Playing Game that presents a different way to play the original game. Instead of playing well-trained government operatives that combat terrorist threats both at home and abroad, you are a normal person, ready to take up arms and defend your home from those that wish to destroy it.

Unlike the typical Terror Network game, the Average Joe PCs are not as well connected as the government agents in Terror Network. They have access to fewer resources, and often find themselves at a disadvantage against the terrorist threats that they face. These disadvantages could quickly lead to a PC's demise. It takes great cunning and skill on the part of the player to use the minimal amount of resources available to his character to stay alive and succeed.

But Average Joes don't need fancy badges or sophisticated firearms to take out the bad guys. Like Rocky Balboa and Cool Hand Luke they have a little something called heart. And while a freshly loaded 44 Magnum would be handy (possibly essential) against a group of crazed eco-terrorists, these colors don't run baby. Sure the enemy is well funded, organized and armed, but they didn't count on Average Joes banding together to create an unstoppable force that can overpower even the strongest terrorist threat.

Included in this book is a chapter dedicated to discussing the changes in character creation that take place in the Average Joes setting and the psychological differences between an Aver- age Joes PC and a typical government agent, a short chapter on how to create scenarios for Average Joe characters, and an example adventure, Attack at the Bellpoint Mall, that challenges newly created Average Joe PCs, and gives the GM an example to go by when creating more scenarios for his players.
